The Conway Public Schools Early Childhood Special Education Program provides special education services for children with disabilities ages three to five. The services are offered in accordance with the Individual with Disabilities Education Act, 1997 (IDEA).
Arkansas Department of Education/Early Childhood Special Education: The Early Childhood (EC) section is responsible for ensuring that a Free Appropriate Public Education (FAPE) is available to and provided to all children with disabilities ages three to five in Arkansas.
Preschool Disability Categories are:
- Autism
- Deaf/Blindness
- Hearing Impaired
- Multiple Disabled
- Traumatic Brain Injury
- Orthopedically Impaired
- Other Health Impairments
- Speech/Language Impaired
- Visually Impaired
- Non-Categorical
If your child receives services from our program, we would like to ask for your cooperation in the following:
- Notify your service provider(s) IMMEDIATELY of any changes in name, address, phone, or work phone.
- If you are moving out of our service area, please notify us before you move so that we can help you find similar services at your new address.
Program Goals

Goals of the CPSD Early Childhood Special Education Program are for children to achieve age-appropriate skills in the five developmental domains of communication, cognition, motor, self-help, and socialization. We strive to:
- provide special education and related services to children with disabilities from 3-5 years of age.
- provide transition services from Early Intervention to school age district programs.

What are Early Childhood Special Education Services?
Early Childhood Special Education Services are activities designed to enhance the development of the preschool child and provide experience in one or more of the following areas: talking, seeing, hearing, learning, walking, behavior.

What services are available?
The following services are provided as needed at no cost to the family: screening, evaluation, preschool instruction, speech/language therapy, physical/occupational therapy, family training, and other appropriate services.

Who is eligible?
A child may be eligible for special services if he/she is ages three to five years and is experiencing delays which interfere with normal development in these areas: speech/language, vision, hearing, motor skills, behavioral/social skills, self-help skills, problem-solving skills and cognition/readiness skills.

How are services provided?
Services are offered in many different formats:
- Interactions with peers who are developing normally
- Coordination with other agencies
- One or more program options
- Public or private preschool
- Itinerant-based services
- Specialized day service center
- Home-based instruction
- Hospital/residential instruction
